[ARCHIVED] Infrastructure Investment

Granbury City Council approved by a 6-0 vote three agreements that move forward the City’s long-term plan to secure high-quality, reliable drinking water for the community. These actions support the development of a new $100 million water treatment facility and major upgrades to the existing plant—projects made possible in large part by a $57.8 million Emerging Contaminants Principal Forgiveness Grant awarded by the Texas Water Development Board (TWDB). This funding will help Granbury increase water capacity, add advanced treatment technology and strengthen the system’s overall resilience.
 
To ensure the City is fully prepared for the design, financing, and delivery of this major infrastructure investment, Council approved agreements with three key partners. Enprotec/Hibbs & Todd will lead engineering, planning, and design work for the new facility and plant upgrades. Norton Rose Fulbright will serve as bond counsel, guiding the City through legal and regulatory steps associated with issuing debt or securing additional loan or grant funding. Hilltop Securities will act as the City’s financial advisor, assisting with funding strategies, market analysis, and coordination with TWDB financing programs.
 
Together, these approvals reflect the City’s proactive, multi-year approach to planning ahead for essential infrastructure. By assembling the right technical, legal, and financial expertise now, Granbury is positioning itself to responsibly manage major water system improvements that will serve residents well into the future.
