Policy and Procedures  



Board Qualifications
 
All boards are appointed by and serve at the pleasure of the Granbury City Council. The chairman of each board is appointed by its members unless noted otherwise. Not all boards require residence within the City Limits of Granbury. If a board requires residency within the City Limits, it will be listed below. 

Members of City Advisory Boards, Commissions, and Committees who miss in sequence three (3) regularly scheduled meetings without advance concurrence having been given by the chairman for such absence will be considered to have resigned from the advisory body by failure to fulfill membership obligations. Exception for the Zoning Board of Adjustment; any member absent for two (2) regular consecutive meetings shall be deemed to have vacated, unless such absence was excused.

 

Building Standards, Plumbing, Adjustments, and Appeals Board

Hears and decides on appeals of decisions made by the building official or fire inspector. Hears and makes rulings on dangerous building and property maintenance cases.

  • Board consists of eight (8) members. Applicants must apply for a specific seat on the board:
    • One (1) General Contractor
    • One (1) Insurance Agent
    • One (1)  Electrician
    • One (1)  Plumber
    • Three (3) Members At Large from the Building Industry
    • Hood County Fire Marshal
  • This board serves two (2) year terms.
  • Ex Officio (non-voting) members: City Health Officer, Public Works Director, and Building Inspector

Cemetery Board

Discusses and studies issues pertaining to the City Cemetery and makes recommendations to the City Council.       

  • Board consists of seven (7) at large members.
  • This board serves two (2) year terms.
  • Ex Officio (non-voting)  member: Parks and Recreation Director

Granbury Regional Airport Board

Recommends policies regarding the operation and maintenance of the airport.  

  • Board consists of eight (8) at large members.
  • One (1) alternate member will also be appointed.
  • This board serves two (2) year terms.
  • Ex Officio (non-voting) members: Aviation Director, Airport Operations Manager

Granbury Parks Board         

Researches and recommends policies regarding development, operation, and maintenance of the municipal parks.        

  • Board consists of nine (9) at large members.
  • This board serves two (2) year terms.
  • Ex Officio (non-voting)  member: Parks and Recreation Director

Historic Preservation Commission 
                   
Adopts criteria for the designation of landmarks, promote historic preservation, and increase awareness of the value of historic, cultural, and architectural preservation. Hears and decides on applications for Certificates of Appropriateness regarding properties in historic districts.

  • Board consists of not more than seven (7) members. Applicants must apply for a specific seat on the board:
    • A minimum of four (4) members of the Commission must be owners of a landmark or of property in a historic district. One (1) member may be a member of the Hood County Historical Commission. The remaining voting members of the Commission must be residents of the City of Granbury or own real property located within the corporate limits of the City of Granbury, Texas; however, this requirement shall not apply to the member representing the Hood County Historical Commission.
  • A person who is related within the second decree by affinity or within the third degree by consanguinity to any City Councilperson, Mayor, City Manager and/or Department Head may not be appointed to this board.
  • This board serves two (2) year terms.
  • Ex Officio (non-voting) members: City Planners

Municipal Utility Advisory Board (MUAB) 
                           
Provides an avenue for citizens to provide input and make inquiries regarding public utilities. Advises City Council and City staff in matters regarding those utilities. 

  • Board consists of five (5) members.
  • At least two (2) members must be from the building industry.
  • All must reside in the city limits of Granbury, operate a business within the city, or be the representative and employee of a business on City of Granbury utilities.
  • This board serves two (2) year terms.
  • Ex Officio (non-voting) members: City Manager, Finance Director, and Public Works Director

Planning and Zoning Commission 
                               
Makes recommendations to City Council regarding requests for Specific Use Permits, zoning changes, ordinance amendments, and plats. Makes recommendations to the City Council regarding achievable goals, plans, programs and policies for the total development of the City. Renders decisions regarding Tree Conservation Plans.

  • Board consists of eight (8) members at large.
  • All must reside in the city limits of Granbury and have resided for at least twelve (12) months preceding his or her appointment within the corporate limits of the City.
  • All must be registered voters of the City of Granbury.
  • A person who is related within the second decree by affinity or within the third degree by consanguinity to any City Councilperson, Mayor, City Manager and/or Department Head may not be appointed to this board.
  • This board serves two (2) year terms.
  • Ex Officio (non-voting) members: Community Development Director and City Planner

Public Television Channel Advisory Board
                                   
Brings forward needs, suggestions and recommendations from the community to aid in development and improvement of the public television channel (Granbury TV).  Advises City Council and City staff regarding the City’s broadcast of GISD sports and other programming. Board members actively participate in volunteer opportunities related to Granbury TV and the additional platforms connected to it.                                   

  • Board consists of seven (7) members at large.
  • At no time can a majority of the members not be residents of the City of Granbury, or owners of property inside the City’s corporate boundaries.
  • The City Council selects one of the seven members to serve as Chairman.
  • This board serves two (2) year terms.
  • Ex Officio (non-voting) member: One (1) member of the City staff

Zoning Board of Adjustment 
                                               
Hears and decides appeals and variance requests and may modify decisions or determinations related to the zoning ordinance. The authority and responsibilities of this board are established in Texas Local Government Code. 

  • Board consists of five (5) members at large and two (2) alternate members.
  • Must be residents and qualified voters of the City of Granbury.
  • A person who is related within the second decree by affinity or within the third degree by consanguinity to any City Councilperson, Mayor, City Manager and/or Department Head may not be appointed to this board.
  • This board serves two (2) year terms.
  • Ex Officio (non-voting) members: Community Development Director and City Planner
