Power Lines Notice

Notice: The City of Granbury is not in full compliance with the law that requires Texas electric utilities to make regular inspections of power lines over lakes to ensure high-voltage power lines comply with state and federal height and safety regulations. The City is actively working to remedy this situation.

Background:  As of September 1, 2019, Texas Utilities Code, Chapter 38.102, requires electric transmission and distribution utilities in Texas that own and operate overhead power lines to comply with state and federal overhead line height regulations, safety regulations, and annual reporting to the Public Utility Commission of Texas.

What has the City of Granbury done to comply with requirements in this law?  

  • The City of Granbury identified two power lines that cross Lake Granbury. These lines were inspected in December 2019. It was determined that the lines did not meet the National Electric Safety Code (NESC) for clearance above the lake.
  • The City of Granbury immediately initiated the process to re-engineer both lines to meet NESC clearance requirements.  The engineering design phase was completed in May 2020.
  • The first line, which crosses Lake Granbury at the railroad bridge, was “de-energized” in 2020 and remains de-energized.
  • The second line is a primary line in Brazos Harbor. This line could not be de-energized as this would leave part of the City’s service area without electric services.
  • The City of Granbury solicited bids in March 2021 and May 2021 to modify and construct the re-engineered lines. In 2021, the City did not receive any bids for the referenced project. 

The City of Granbury has developed the following schedule to bring the respective lines into compliance:

  • March 26, 2022: City issued RFP for materials
  • March 31, 2022: McCord Engineering will provide recommendation for the construction contractor
  • April 11, 2022: RFP bid opening for materials
  • April 19, 2022: City Council will take action to award the power line project
  • July 31, 2022: Estimated date of completion of the power line project
